Sustainable Risk Management and the Professionalization of Firefighting NGOs in the Zasavje and Posavje Regions – RE-ACT
The Krško Firefighting Association, in cooperation with its partners the Trbovlje-Mesto Volunteer Firefighting Association and the Institute for Strategic Solutions, is implementing the project “Sustainable Risk Management and the Professionalization of Firefighting NGOs in the Zasavje and Posavje Regions – RE-ACT” for the period from 1 February 2026 to 31 January 2028.
The project is co-financed by the Republic of Slovenia, the Ministry of Public Administration, under the Public Call for the Development and Professionalization of Non-Governmental Organizations and Volunteering 2025.
The total value of the project amounts to 210.000,00 EUR.

Purpose of the Project
The objective of the RE-ACT project is to strengthen the operations of firefighting and other non-governmental organizations in the Zasavje and Posavje regions and to improve their organizational effectiveness, risk resilience, and long-term sustainability. The project addresses challenges related to climate change, natural and other disasters, as well as new risks arising from the energy transition and the use of modern technologies.
Main Project Activities
The project includes the following key activities:
- Risk Management and Strategic Planning
Establishing regional cooperation to harmonize data collection systems; conducting analyses of disasters related to climate change; reviewing past interventions; and developing a joint risk management strategy for Zasavje and Posavje, including strategic planning for the sustainable financing of firefighting and rescue services.
- Development of Disaster Response Tools and Documents
Preparation of risk simulation models, risk simulation maps, infographics, and new response documents, including protocols, plans, action plans, and standard operating procedures for warning and alerting.
- Training and Exercises for Firefighters and Rescuers
Organization of workshops, events, and field exercises at training facilities to enhance the preparedness and rapid response of firefighters in the Posavje region to fires, floods, earthquakes, nuclear incidents, and disasters caused by human factors.
- Training and Awareness-Raising for the Local Population
Design and implementation of training programs for local communities, as well as the preparation and dissemination of awareness-raising materials on climate risks and disaster response, including a card-based game, video materials, and animations.
- RE-ACT Awareness Campaign
Implementation of the RE-ACT awareness campaign on climate change–related disasters, including a printed magazine, an online portal, a newsletter, social media activities, and a podcast.
Key Objectives
- Systematization of the approach to managing climate change–related risks in Zasavje and Posavje, and improvement of preparedness and responsiveness to natural and other disasters.
- Enhancement of risk management and rapid response capabilities to climate change–related disasters, and establishment of an improved early warning system at the level of firefighting and rescue services in Zasavje and Posavje.
- Empowerment of the local population to manage risks effectively.
Expected Results
- Established and improved risk management systems, including disaster analyses, simulation models, risk maps, response protocols, and joint strategies for Zasavje and Posavje.
- Delivery of professional trainings, workshops, events, and exercises for firefighters, rescuers, and the local population, along with supporting materials (infographics, video content, card-based game).
- Strengthened regional cooperation and sustainable operation of firefighting organizations, including a developed sustainable financing plan, improved management of training facilities, and the implementation of the RE-ACT awareness campaign.
